You're right, anything is possible.
The most likely scenario, by far, when you tip a server is that the server gets this money (after tipping out to the hostess and other staff). Employers stealing tips does happen, but it's uncommon.
The most likely scenario, by far, when you don't tip a server is that they don't get anything. Employers reimbursing servers that fall below the minimum might happen, but it's uncommon.
