The actual answer is that they met american black people, which was rather a shock to them.
For some reason, the Japanese aren't big on black people in their stuff, so instead they just drew white people with the Asian version of black people haircuts. As for the rest of the body, blame the marines.

Well apparently Guile is based on a combo of Stroheim and Polanreff from JoJo... So apparently Japan thinks Americans look like German-French immigrants?
And apparently Paul is just based on Polnareff. They were exporting JoJo references before we even knew what JoJo was.
